It is essential for custom ROMs.
But for normal users its theming engine that doesn't require root. -

Custom overlays are basically tools that let OEMs develop a custom theme for there's Android phones. For example that's why Xiaomi's UI looks a lot different than Nexus phones.
These tools are also used by the community, e.g. substratum app, to apply there own custom overlays.
This is considered a dick move, since Android has always been praised for customizability.
Google has been, and will be taking aggressive actions to "regulate" the Android market. For example, soon only Android apps targeting 6 and above will be available on the store. Honestly these changes are welcome, any Android dev dreams of this. But to ban custom themes is... controversial
I honestly learned about the change only from this post. I usually just read Android changes that would affect my life as a developer, not a user. For example limiting background services.
Fucking google not only that it knows everything about you but now they want to ruin one good thing they made: Android.
In Android P Dev preview 1 they locked the ability to add custom overlays.
That means no more substratum.
That's fucked up.
Google I hated you but believe me now I hate you even more.
I signed the petition and YOU should too if you care about Substratum.
