Has Linux fixed the opening of shared libraries at a greater depth than 1 (or 2)?

I ran into this issue trying to run modded Oblivion. I could run OBSE, but I couldn't run any of the plugins for OBSE. At that the time it was a Linux limitation.

Do Arch based distros count? If so,
