Look up something called Gatekeeper Friendly, there are work arounds for this issue but I've only run into them when I have witnessed other Mac users pirating cracked applications.

If that app is from a zip file, try the unarchiver on the App Store. It’s a lot better than the built in unzip utility thingy

@VXYZ It usually happens when I try to open something that's "from an unidentified developer". There's a special setting in the security & privacy preferences that can let you open apps downloaded from anywhere, but you first have to disable SecAssessment system policy security through Terminal for the option to show up.
It used to be a setting that you could easily change, but not so much anymore.

Apple is evil. Just watch some of Louis Rossman's videos on yt.
Also being forced to use apple at school, their keyboard layout always confuses me and then it takes me a while to get used to windows again
