    @Revenger the pixel 2 has it, I have a pixel 2 and I've used it.
    Though in order to enable it you gotta use a shell command on your phone

    There IS an option of ADB OVER NETWORK in dev options in almost every phone.

    Either your cable or phone's USB port is faulty. So, all you have to do is keep your device still once it is connected.
    Or use wireless ADB or an emulator.

    For the Windows update part it's better to use Android Studio with Linux or macOS.

    There are some wifi adb apps on play store. They require root access though.
