Why the fuck YouTube shows suggestion for other videos before the current video ends on top of the video?

That's the ending card of the video and it's set up by the authors of the videos themselves. It was added by YouTube to make them more dynamic and changeable, as opposed to the burned-in ones that producers had to make before.
