Can’t we modify the header to make it that big? Superficially? Also could we use that technique to allow people to “download more storage”?

Root797536y"Sparse" files, too, such as where a file only has ~1kb of data but its metadata says the filesize is e.g. 10mb.
These allow you to store files with large chunks of zeros in less space.
Edit: these actually have the opposite effect of what's displayed: their size is larger than their size-on-disk.
