Looks more like companies who grow big vs Apple app store model.

Big companies can afford many accountants and have money to pay different taxes on their own.

The main difference between Apple store and Google play I know is that in Apple store when you sell application actually it’s Apple that’s holder of license so you don’t need to deal with different tax regulations across different countries when someone buys your app.

Google play is only place where you put your application and you are responsible for tax law in different countries.

So it’s actually accounting problems that are fucked up and different across countries then application price problems.
We still live in different countries despite ability to use internet globally without restrictions.

Microsoft is significantly worse.
