well, I get you and the majority of the time they do feel like incompetent assholes, but finding the best man for the job has to do with more things than just the best engineer in the world zooomg. At work my HR team gave me quick overviews of all the candidates that applied for different positions in my department and their assessment of them was fairly accurate. Get to know hr, if you are in a position to influence and train them in what you need, they will be happy to oblige.
