Why is it that all University sites are full of broken links, despite the fact that some claim to offer the best software engineering courses out there.

    Because they don't know what a "link checker" is, that's why they don't run it regularly. They neither know what a 301/302 forward is.

    better yet, why is it that the UI of all student portals look like they're stuck in 2000?

    because the content is entered via some clumsy wysiwyg interface by a different person for every single page and is rarely ever updated. Basically it's mostly out of date the moment it's posted.
