1. Have GitHub repo
2. Install a stale-and-auto-close bot
3. Never respond to issues
4. Have a project so good it has no open issues

    Fucking yes. It's a spit to OSS community. You know it's a good idea to fork and promote a better maintenance, if project's worth saving!
