You can already montior and store your health data in either Google or Apple Health, they also give you nice graphs. If you want to measure Temperature, SpO2, Heartrate, Bloodpressure, etc you need extra sensors. Many smartwatches actually have an SpO2 sensor but most of them (afaik) don't use it.
As for location tracking... well the Austrian Red Cross has just released an app (developed by accenture) that lets you manually establish an handshake with people that are in the same room as you are and you'll get notified if one of them gets infected and is stating so in the app and if you've been in contact with this person in the last i think two days or so. The app had a budget of 2 million euro.
