I don't know what's causing this issue, but my money is on systemd.

All I want is to be able to use my desktop without it randomly forgetting the address of my DNS server. Is that too much to ask? None of the other machines on the LAN have this problem, just the one machine that I interact with most. But of course SOMETHING just had to not work right with that ONE machine.
