Are automatically configured antivirus tools simply shit or is it IT , who obviously does not know what their software does?

Mail to your superior: project on hold, IT blocks the tools. Problem solved.

It's your IT admin that fails to understand what signatures are. Another possibility is that your dev tools are unsigned or signed with a self-signed not recognized certificate authority and therefore blocks it.

That's good sure a sysadmin/security team problem. When if you install a random virus scanner of the internet with default config it should not block your device tools (depending in how they are installed). It might be that the resulting binaries are not signed and some stuff prevents execution if there are policies requiring that. But that is what sys adminw/security people are for.
