Graphics card is the bottleneck for most PCs these days, as in your case.

Some cards are still sold with 2gig of video ram, don't take those. 4 minimum. Games are often made for consoles as well, which have more than 2gig,so the games are designed around having access to that much.

Do you have an ssd drive?

16GB HyperX RAM
Samsung Evo 840 500 GB SSD
Seagate 4TB 7200rpm spinning rust.
And the gtx 650.

Very clear bottleneck. How much of the money are you willing to spend?
