				In my thoughts, they measure in years of experience in any environment where your experience can be certified.

				I would say don't rely on years of experience. I've seen developers with 6 years of experience still coding like juniors. And I've seen devs with only 2 or 3 years of experience coding like meisters. I have 3 years of experience and got promoted to senior a year ago.
Judge by the quality of their code and the ability to solve problems. - 
				
				I don't think you can get it by years of experience or his designation.
But surely you can analyze a dev seniority by looking at his "debugging skills."
