Software engineer is supposed to be a really experienced developer whose worth is now in his ability to decide on what technologies and patterns are most suitable for the given occasion.

One pins a piece of paper on the wall, the other gets the job done.

Historically, there were minor differences between the terms. Engineer - more scientific & professional. Developer - getting shit done.

But nowadays THERE IS NO DIFFERENCE. These are just role names for a programmer. Pretty standard title inflation.
