Reminds me of a similar story (which supposedly happened in india too):
The students were assigned to write a program that prints the current time formatted as HH:MM. The student writes a program that prints "12:00" and submits his solution at 11:59. He passed.

Coming from India, I wouldn't be surprised if this was true. But I'd check which college first, we do have a few good ones
