Yeah not all places I mean,
Its in certain district , I think abt ppl over there, see in that cold, they work, want to live happy, but some wierd elements of society fucks them up!
It's sad !
U may live in secured place like Srinagar, or military secured area..

I have not been there， but i did the Manali valley while on my way to Ladack.
