Freelance web devs: where can I find some examples of industry standard pricing?

My partner has an opportunity to design a site for a newspaper she writes for, but has never done this before and doesn’t know what to quote...

Pricing would probably vary depending on region, also quotes would need to factor in time investment, a simple static site is far cheaper than some large scale site with lots of JavaScript, a custom backend, database, etc. 🤷‍♂️

    - What will they generate from that website once it's live?
    - How much trouble does it save for them, e.g. new admin or publishing panel?
    - Will he do design only or full stack and design

You get the idea probably, it depends on the client, how much time it'll take, how much effort it is and for what money you're ready to do it.

One suggestion I have would be to have your partner get a quote from a few different web design places by pretending there a client and ask for a quote on as close to what the new company would want, use those as ballpark figures and if they are new to web dev, probably want to undercut the quotes and but also extend the deadline so you don't over promise and under deliver.
