Same would happen if you used Swap on Linux, since your HDD seems to be a pile of crap.

devios157016ypagefile.sys is virtual memory: hard disk space that the OS swaps in and out with RAM to give you more total memory, but swapping is very slow and generally saturates your disk io.
The answer is get more RAM. 🙂 -

It may be that Superfetch or search indexing is eating up your disk IO. Check in task manager and disable the relevant service.
