Depends what you want to host and I think that's possible but without having experience with servers and hosting, I wouldn't recommend it.
What OS are you running? (I can give advice about setting this up on Linux but I haven't properly touched windows in 8 years so yeah) -
C0D4695495yIf your self hosting, aka a pc in your own home connected to the open internet, you will need to know a thing or two about securing that PC from your local network and locking that server down tighter then Fort Knox and I would highly advise shoving it behind cloud flare for ip masking.
Also opening a port from your home router is not always possible depending on router / isp.
Unless you know your way around a server and how to secure it plus your local network, DONT do it.

Otherwise, if you’re purely meaning setting up a server at home, that is just for you to mess with, this is more then possible, you’ll just need to deal with local DNS (router or hosts file) to access the server via domain.
What we can Created own server on own PC without local host
