    Because the user is dumb, and there will always be someone who shuts down the PC by mistake if it's presented as a default shortcut and then will blame the manufacturer.

    "Start" is short for "Start menu", as in "Click here to begin whatever action you want to take". For an average user, the Linux equivalent would be man pages (sorry, I'll show myself out). Anyway, that naming makes perfect sense, as it is completely unrelated to starting / stopping of the computer.
