I think it is always more work to rewrite... but that gets tricky with HTML and CSS layout in a maintenance way... If I need to maintain a layout, and it takes me 30 minutes to change some padding... something is wrong and things need to be rethought. If you are rewriting JavaScript stuff - there are more ways to work with what you've got.
