How do I deal with a lead who was hired to lead a predominantly backend team when he's just an average frontend dev. He's so afraid to try new tech and so reluctant to learn. Plus most of the junior developers are better than him. He even tries to shift the blame on other devs. It's so hard to deal with the guy. Our old lead was so much better the guy was a really bad hire zzzzz.
