Security should always come first, then smooth and easy to maintain infrastructure, then new dev work. This isn't to say scaling the hardware takes priority over optimizing code; not at all. However, code is generally only as reliable as the hardware it runs upon.
Features dont matter if you can't trust them. Make sure your application is resilient and reliable first.
