I bet it has no sleep function, because the implementation of sleep is OS/hardware dependant and the lua-sources are largely cross-platform.

Lua packages are generally a mess.. I've written Lua code for years, on daily basis, but now (some years later) I could puke every time I see Lua code.. Its just so messy

They do so for good reason.
There are quite a lot of ANSI-C89 compilers.
There are few compilers that completely implement ANSI-C11.
