I host a dumb service that reads from a file for location advertising. There's a script on my pfsense that will periodically update that file using the AWS CLI. -

Are you on a private ip range sharing a public one?
In that case, the only way is to use some kind of tunneled proxy where you connect to a server that in turn is the public address and port.
I am sure such service exists but have no example right now.
If you do have a public ip, just not the same every time, you could use dynamic dns so that every time you get a new ip the dns gets updated and clients can connect through the name, I used to use such a service for our first minecraft server. -
@Voxera sadly pool is exactly what you just said. I may need to buy a static ip but I want to know if my new ISP's service is reliable first.

Does ngrok work? If so, you could use it to tunnel the traffic to the web using it.
