When I read this book titled Managing Software Requirements(by Dean Leffingwell), you can have multiple levels of documents and each one has different levels of specifications. Which level of spec are you dealing with? Vision doc spec has a very broad range of explanation while testing and implementation specs have granulated tech specs, etc..
