@erickalves05, around year 2000 they were pretty good and up-to-date on IT, all the tools had to be freeware or open source, all servers Linux, web stuff fully compatible with the most used browsers and so on. I used to work on a company with a branch in Brazil and their local Government was pretty cool to work with back then.
