How do you deal with a toxic workplace environment. More specifically a senior that don't want to take responsibility and a SM that takes on more a role of a project manager than a scrum master?

Any advice would be great

For context I am a junior but work for nearly 2 years on this project

    4. Skip level manager
    5. HR maybe?
    6. Starting talking to recruiters.

    Communication is the key, in that order.
