Learn Python and use Tensorflow.

Or you could hardball in C++..

I strongly recommend you to use Python. And some of the best lib are:
TensorFlow,Caffe,Pandas,Pattern and Scikit-learn
Look,search about "python awesome" in Google,You will see a github link to awesome python. Awesome pyhton is repo. And another good repo is awesome machine learning.
