If you want to suck the happiness out of someone's life... just make them build an offline-first app.

Every app should be offline first, even messaging apps. If it doesn't load my conversations without internet including a generous scrollback and either has an advanced offline search feature or allows enqueuing messages for when internet access is restored it's not doing its job and should have been a website. If I download an executable and allow proprietary code to run on my device without the strong sandbox of a browser I expect to be able to do something I couldn't do with a webapp.
