Getting windows to run faster is not a programming issue unless you work for Microsoft but as noted, enough memory is vital.

An SSD can help loading speed.

Other than that is looking into if there are any processes taking processor time.

If its an old, upgraded, install there might be lots of old processes running.

Also check drivers as old or wrong drivers also can cost performance.
