Wondering what the hell is Windows doing when there is no processes yet still lags on keyboard input.

Check that you are showing all processes not just your own.

Also, if its an old windows it might be windows update acting strange.

I found that in old vista after they stopped supporting it windows update suddenly started hogging 50% cpu trying to check for updates.

It's Windows... there is ALWAYS a process =D
