    But the answer is because someone can boot into said machine physically and should have chosen a restore product which allows the backup to be loaded in pre boot or via pxe

    Because they focus on backups not recoverability.
    If you do it right you go through scenarios you want to recover from and test them. Restoring state from a backup is a likely method of course but just focusing on making backups is mismanagement.

    Seen the same things happening with snapshots. "We've got fancyFS snapshots so we can always roll back". Next year a resize fuckup and your snapshot archive is shot...
