Having a look at honeypot.io. Since i am not very familiar with that terminology, especially in english, what is the difference between a 'tech lead' and 'engeneering manager'?

put simple we can say 1st is the person responsible for choosing/approving the stack and related stuff, and the later position is responsible for how that stack is used among devs/teams

The roles are vastly different from company but generally speaking
A tech lead takes the lead in technology (what technology to use adoption, identifying and resolve tech problems/gaps) an engineering manager leads the engineers (people) but can sometimes also engineer stuff themselves.
