Windows ....
program launcher file => Properties => (checkbox,Run as Admin) = true

Now every time I run the application it still prompts => "You need administrator permission to run this program"

    Are you the admin?
    Because if not, this behavior is completely expected.

    Even after providing admin rights? It worked as expected for some time though.

    You must be logged in as an administrator (or escalate privilege somehow) for that checkbox to do anything.

    There are two users for the PC, and both have admin privileges
