I usually say I'm a web developer...but even that gets blank stares. So I tend to just go with "I build websites."

Web app developer is what I use. If you say web developer you still get pegged by non technical people as a web designer. I'd rather be confused as an app developer than a web designer.

I tell them I open up my internet program and Save as website, almost like Word. But they already believe that.
