Where to begin for writing à mobile payment API for m'y country (and countryside) ?
M'y wish IS to build a mobile payment API that would help everyone to pay online no matter what carrier the user 's subscribed to.

The first step would be to contact and schedule a meeting with the mobile carriers so you can present your offer and convince them that is legit.

Also, keep in mind that you might not be able to implement such things in actual android apps since Google TOS says that apps must use Google Play payments. Probably a similar rule is for Apple apps too. So you will have to limit your implementation to websites only.

Also be prepared with a lot of money and time because of all infrastructure, security audits and papers with requirements to meet.

Probably devRant is not the best place to start asking questions about such project.

Until recently, I also wondered about convenient payment systems. I created a small online store and my immediate plans include entering the international level, for this I would like it to be convenient for customers from different parts of the world to pay for their purchase with a few clicks, so to speak. I had to study a lot of information about AMPs, especially on the website https://solidgate.com/apms/. If you figure it out in detail, it turns out that everything is not so difficult and among a large number of payment systems you can choose the most optimal options for both the store and the buyer.

I had a technical task to create a user-friendly application for people-to-people translations. But it was not easy for me to do it, as it is quite an unusual task for me, so I decided to look for help. I was lucky enough to find https://softermii.com/blog/... information about this, I recommend you to read it too if you are facing the same thing and want to know where to start.
