Call 911, you can Google it or post this on stack overflow. Someone will guide you through.

Kimmax109877y@aitkotw don't go to SO with that, I'll personally vote you to hell. That's a case for superuser.

you have to manually mount your partitions to new_root and type exit after where hopefully it will boot into a use able system where you can reinstall the packages. but yes since it sounds like your computer went into sleep while the packages were actually being written you might be fucked.
btw mentions don't work in rants @linuxxx -
@oxkipo /etc/mtab should be a symlink to a sysfs file if I'm remembering right. mtab is a list of currently mounted devices so it's not going to be any help. seeing that yall went the half-assed way with manjaro and don't know the system it will be easier to just reinstall from scratch

@Kimmax cool man what the fuck is wrong with you. Don't waste your shity vote on me I have got my own reservation in the hell.

Kimmax109877y@aitkotw nothing wrong with me. This just isn't a place to ask for computer help, it's a place for programming issues.
There is a special place for these questions, Superuser, and that's where this belongs. It's even on the same network, Stackexchange, so it's basically the same site.
Now have fun in hell
@linuxxx When my PC get asleep throught Linux Manjaro upgrade is it too bad? I am now in emergency shell? What can I do?
