Things can look 80s without them being available in the 80s. It's entirely possible to make new stuff that looks 80s.
Also, I think @SAM41's point is fairly self-explanatory...
There's nothing like a newcomer to the office that's attempting to brown nose the director by saying we should redo the site design because it's too "80's"... I could of swore the Internet wasnt available to the public till 1991...
