You're not allowed to use exceptions? That's awkward. Here in Darmstadt the basic java lecture was fed with generics und streams just few months after the release of them. We're pretty up to date here. -
Well, Generally studying in Germany ist almost free. You only have to pay semester fees about 250€, which is nothing compared to other countries. CS in Germany is really good! But it also depends where you are studying CS. For example Darmstadt and Karlsruhe are two of the best here.
But yes, the study is fully in German, except of the master courses, there most of the lectures are in English. At this point I can only provide you informations of my University. -
