First thing that comes to my mind:
Mint sounds like a good option for you.
Whatever you do I would still recommend a Debian-based distro. One that uses dpkg.
Why? Cuz most of the biggest distros right now, including Debian itself, Ubuntu, Mint, ElementaryOS and Kali are Debian-based and are getting more and more popular so you're gonna get the best support with dpkg package managing systems.
Not sure what specifically you're disliking about Ubuntu 18 (I personally think it's looking good). But if it's the desktop environment, then maybe just check out some of its flavors. You say you want speed so maybe a more lightweight desktop environment like Xfce (Xubuntu) or MATE (Ubuntu MATE) is what you're looking for. Budgie is kinda lightweight too. Still based on GNOME tho.
Orrr if you want to go into the dark world of other package systems, that's your call. But you've been warned. -

You definitely have a point but there are legitimate reasons like certain functions that maybe browsers don't support. Cuz with web apps you can't really guarantee anything about the browser the user might be using.
Maybe they want to have better control over notifications, or the ability for high quality audio recording. Maybe you need access to information from device sensors like accelerometers. Some browsers will give you that, some not.
You can't really rely on web browsers to have all the functions you need, so a lot of the time the web app doesn't have the more advanced functions, and they put those in the desktop version because they can trust that Electron will handle that. There's no ambiguity as to what browser is used.

Whatever you pick, I recommend KDE for your desktop environment.
I use Kubuntu and KDE is just 👌 -
XML is used for so many different things. It's more of like a concept than a language...
So it really depends what you want it for -
PHP is like plastic butt surgery. It lets you change the structure of the butt to your desire.

I really like the idea of teaching kids programming, and I agree with the concept. And, I find so-called code-learning block-based projects like Snap or whatever code.org uses to be absolutely ridiculous. That's not learning how to write a program; that's learning how to use someone else's GUI program.
However, starting with C is starting a bit too deep in my opinion.
Javascript is good. I'd even go with Python or Ruby as a starting language. Maybe PHP. Somewhere in that middle-low level area. -
