I would suggest you create an endpoint which returns true if a given username is a bot, in that way we won't have to modify code everytime a new bot is added

It's a csv of bot names.
Fetch the gist (real time), confirm the user isn't on the list and post back your comment, or skip and move on to the next one.
This way we all have a single point of truth, and only need update it if another bot is discovered or added. -

Is there some official process for building/registering a bot?
I usually write bots in Java using Katalon Studio... is that an acceptable platform? -
C0D4681464y@HiFiWiFiSciFi there's no official process or languages, to my knowledge as long as you don't affect the ++/-- scores of users then you should be fine.
The only thing we ask is if your bot mentions users is that you add it to the repo so other bots don't get stuck in an infinite loop.
