So yes, Microsoft is scanning my emails for keywords. I tried to send an email using the word PFA and did not attach any file. It gives a pop up to attach one.

This is a super basic feature that any sufficiently advanced mail platform has, not a privacy threat. If they wanted they could poach your whole email history without your knowledge.
This is a feature intended to avoid you sending an email without an attachment when you intended to add an attachment. It's actually useful stuff. Gmail has it too, it's great!
