Funnily enough, Rust doesn't prevent you from leaking memory. In fact leaking memory isn't even considered unsafe! (which makes sense because it *is* memory safe... just not exactly what you want) -

Jokes aside: Rust code doesn't randomly leak memory. It *can* but it doesn't. Only reason it does it because somebody explicitely wanted it too
Like I said, I wouldn't be surprised if the reason was that memory for thread local storage *cannot* be freed, so that might be it -

Valgrind does not work on Windows, as it is a tool designed primarily for Linux and Mac operating systems. However, there are alternatives for memory profiling and debugging on Windows such as WinDbg, Visual Studio Debugger, and BoundsChecker. -

Also I don't think you are using thread local storage... Maybe something in the C standard library implementation relies on it? Not sure
