JS96182003y@r45h1d you can install Visual Studio Community with only VB.NET without additional components, it's not very heavy.
In the past there was a version called "Visual Basic Express", a light version of Visual Studio only for Visual Basic, but they decided not to support it anymore.
With Community version and only the necessary Visual Basic components you get a version almost light as that.
I don't think there is an alternative IDE made by a thirdparty company just for that.
