I'm confused about this.

Is it possible to develop a programming language using non English language like Hindi, Arabic, Japanese etc..

In the world of native apps , cross platform softwares and universal languages, why would you want a language barrier?
Stop your confusion. General >> individual . Universal language >> regional language.
Problem solved

1. most compilers support utf-8 chars. do what you want with that.
2. some languages have something called macros. you can use it to replace saved words.
3 go take a look at jsfuck, brainfuck.
