my 3y old lenovo yoga with i7 and 8gb ram was surely upperclass back then, but still works perfect for me. don't spend too much if you are not in need of hungry applications.

Honestly i have an old lenovo with a 2nd gen i7. Little slow on startups but still capable of running wampp and PhpStorm

CPU at least quad core, probably i5 but some i7 are priced way too close so check benchmarks online.
RAM at least 16GB or 8 with ability to upgrade. Currently I'm short even with 16GB of it.
SSD at least of 128GB or better 256GB - for boot drive + project drive
HDD - whatever fills your needs, for me 256GB ssd is quite enough
Everything else is up to you... I'd say screen is important but some can work on very low resolutions, some can't but the brightness and look is the key so test them. Next thing would be a decent trackpad you could use when you don't have mouse available. And of course - a keyboard that would fit you (honestly, most laptop keyboards are okayish so you will be good with this) :)
