@Alice Dont want to be that guy but akhually sketch files are nice since u can open them up on sketch or zepplin and u will see exact dimension proportions. Also in most cases it chops up all the assets for you to download. Then its very easy to implement the given design.
Meanwhile pdf is almost useless for the developer and can be used maybe by manager I guess. Even then I would advice using proto.io at least u can produce a proper ux ui flow and troubleshoot problems early on instead of having just static images. -
@Alice PDFs are totally fine, if I get all the dimensions, assets and colors with it. But I got only PDFs.

@Alice that is correct, but in our case the mockups were just bitmap images exported into a PDF.

@Alice I think it was a lack of experience on their side. The design for Android had only native iOS elements in it and so on. The project is nearly done now so we learned to roll with it.

We needed a design for our Android and iOS App, everything should be done by an award-winning design agency. What we received was only a design for iPhone X. Only mockups as PDF, no icons, nothing. So we requested the Android design and an iPhone 8 one including icons, color codes and whatnot.
1 FUCKING MONTH LATER we got the new designs... They are all the FUCKING SAME DESIGN where some mockups were "displayed" on an android phone, and some on an iPhone. Still no icons though.
3 weeks pass and we geht FUCKING sketch files, to extract the shit ourselves. Thank you for nothing.
It took again nearly 3 month to get a "proper" Android design and all the assets. You could clearly see, that they never did anything for Android but well, we had to work with it. Award-winning design agancy my ass.
